Tim Waters was a Deputy White House Press Secretary for Media Relations serving for White House Press Secretary C.J. Cregg up until mid-2004. One of his responsibilities was was to prep White House officials before going on the morning talk shows, for which Toby Ziegler found him annoying.

After his departure, Annabeth Schott applied for his job. Six months later his position had still not been filled, when she was asked to come in to interview for the White House Press Secretary position. ("Liftoff")
