Robert Engler was one of Sam Seaborn's appointments on a Big Block of Cheese Day. He wanted the White House to pay more attention to UFOs, despite the fact that they were paying no attention to UFOs at all. Sam later leads him to believe that there is a massive government cover-up conspiracy to help Engler get over the death of his father.
