Officer Peter was a Wesley, Connecticut police officer who was on duty during Roberto Mendoza's brief time in jail. He at first doesn't believe that Sam Seaborn and Toby Ziegler are from the White House, but informs his watch commander they are telling the truth when he finds a photo of Toby with the President in the newspaper.
He leads Toby to Mendoza's cell and get's the personal items upon his release. He also at one point asks Sam if he has access to the launch codes.
