Rep. Matt Skinner (R) was a member of Congress and a moderate Republican who occasionally was brought into meetings with the White House. He, along with Gladman and Joe Willis were viewed as the swing vote on a appropriations bill amendment to allow sampling in the census.
He is aligned with the White House on a banking bill and offer Leo McGarry congratulations when it becomes clear it is going to pass.
He is later reveled to be homosexual in a meeting with Josh Lyman debating a gay marriage bill. Despite his sexuality, Skinner opposed the bill, not wanting to let being gay dictate his entire life.
