Lloyd Russell is a Democratic Senator who, in 1999, decides to run for President of the United States in the 2002 Election, but ultimately decides to wait.
Career[]
Russell is a favorite among the Hollywood set, is good at raising money and polls strongly. He is also extremely popular with teachers unions, white suburban women and upper-middle class black men, and is "no friend" of the Bartlet Administration, due to their disagreements about the budget surplus, Medicare and medium-range missiles. The Administration would have had to veto his signature bill, "443". However, he agreed to keep the bill in committee and drop his bid for the Presidency against Bartlet in exchange for the honor to nominate the President as the Democratic Nominee at the next Democratic convention.

Russell was in a relationship with Mandy Hampton while she was running his exploratory committee.
