Cathy was the daughter in a family who was hosting an event for the Bartlet Campaign in 2002. While talking to Toby and Josh in the "soybean fields," she tried to tell them "about how bad it was for small farmers but [they] told her we'd already lost Indiana." When Josh, Toby and Donna get lost in Indiana, she and her boyfriend Cap try to take them to Unionville, but they run out of diesel.
