Bill Fisher was the second Secretary of Housing and Urban Development under President Jed Bartlet, following Deborah O'Leary
Character
Fisher was set to announce a new housing loan initiative, but did not clear it with Toby Ziegler. When Toby discovered this, he paged Secretary Fisher to the White House. While he declined the initial page, Toby sent a followup page and Fisher arrived. Toby then revealed that he believed Fisher was making the announcement for his personal gain in an attempt to boost his campaign for Governor of New Jersey. Toby then told him that C.J. Cregg would be making the announcement, and to run all future announcements past the White House.
